There are many cases analyzing overall negotiations and collaborations of various kinds between MNEs and governmental units and/or NGOs. However, there is little detailing of who in the MNE represented the company and in what capacity, who negotiated the agreements (or disagreements) and who saw to their implementation. Is it the top executives, their personal staff, the Public-Affairs or Government-Relations Department, the line units (Engineering, R&D, Production, Marketing, etc.) and/or staff units (Human Resources, etc.) who were involved at some or all of the above stages?
Are there studies or cases detailing the role of the above people or of other ones I may have failed to mention – for example, such intermediaries as outside consultants, PR firms, law firms, etc. – in these negotiations and their implementation?
