    In addition to the important subject of gender equity, the non-linear
    relationship between economic growth and gender equity poses a challenge for
    climate policy. Scholars note the importance of "soft" infrastructure for
    climate change adaptation. This includes institutional capacity, social
    resilience, equity, etc. Both wealth and equity contribute to resilience. But
    what if wealth and equity move in opposite directions? How should they be
    reconciled in the context of climate adaptation?
