Am I right that we should be talking about interntaional strategies rather than a unitary concept of international strategies? Different countries may have their own international strartegy.
Any international strategy has to be informed by national objectives. For example, the objective to conquer and dominate global market will call for a different kind of international strategy than the objective to address humanistic concerns such as global warmimng, regional disparity and poverty. The former calls for a strategy of cut-throat competition while the later calls for cooperation.

It would be nice if we could have an authoritative definition council -- like the scientists have (IUPAC Nomenclature Committee, for instance). Unfortunately, we study the practice of management, not the pure theory of it.
Should you wish a working definition, you will probably have to search for it in the successful activities of those who manage global enterprises rather than in the writings of our disciplines.
Having said that, I find that -- as I work in different parts of the world -- I have to go to theoretical basics in order to teach international executives who actually do strategy. They are not from our disciplines, though. I have to begin with basic ideas of economics (e.g. market forces -- value creation and erosion by competition) and organizational theory (e.g. industry structure and organizational structure) in order to teach anything that they regard as truly useful.
The usual stuff of strategies (generic strategies, strategy typologies, etc.) is of little or no value to them. Telling them that international strategy is like US strategy is even worse.

I am in search of a source that CLEARLY DEFINES the domain of INTERNATIONAL STRATEGY. The domain statements of the Academy's BPS and IM divisions well articulate their respective focus, yet seem rather too broad in nature to answer the question of "What is international strategy". Whereas some articles clearly distinguish between what strategy is and what strategy is not (e.g. Hambrick and Fredrickson, 2001 AME; Porter, 1996 HBR), other articles set out to identify the big question in international business research (e.g. Peng, 2004; Buckley and Ghauri, 2004; Buckley, 2002, all in JIBS). However, I haven't come across a source that clearly defines international strategy.
